The usual way from Cebu to Dumaguete is overland to Cebu’s southern tip and a short ferry across. You travel down Cebu to Liloan port at Santander (arranged on the Cebu side), then take a fast craft across the narrow strait to Sibulan, the port right next to Dumaguete on Negros.
